About the authors
Glen Toner is professor of public Policy and director of the Carleton Research Unit in Innovation, Science and Environment in the School of Public Policy and Administration, Carleton University.
Michael J. Prince holds the Lansdowne Chair in Social Policy at the University of Victoria and is co-author of Rules and Unruliness: Canadian Regulatory Democracy, Governance, Capitalism, and Welfarism.
