In the aftermath of the Quebec referendum of 1995, Never Without Consent takes a close look at the status and fundamental rights of the James Bay Crees and other Aboriginal peoples in Quebec. Its authors conclude that Aboriginal peoples cannot be forcibly included in any future Quebec state, because any such action would be invalid and illegitimate from the viewpoint of international, Canadian, and Aboriginal law and practice.
