Description
Leonard Albert Miller was the son of German Jewish immigrants to Newfoundland. After practicing for a few years in St. John's in the depths of the Depression, he entered government service where he had a distinguished career, becoming the highest ranking civil servant in the largest government department, firstly as Director of Medical Services in the days of Commission of Government and then as Deputy Minister of Health when Newfoundland joined Canada. For over a quarter of a century he was at the centre of all the important decisions concerning medical matters in Newfoundland- the Cottage Hospitals, the Children's Health Plan, Medicare and finally the Medical School. He was also a valued participant in federal and provincial health circles. He presided over the administration of the department with integrity, calmness, wisdom and diligence: in every respect a model Civil Servant.
